Mission Statement


IHS provides respite for those who are unsheltered and solutions that transform the lives of homeless and at-risk people. (Adopted 11/08)

Kuleana… IHS is committed to serving people who are homeless in our community.


Malama… IHS provides the basic human needs of food, clothing and shelter.

Alaka’i through Lokahi… Our supportive services are professional, equitable and transformative.



Other support services provided by IHS or collaboration with other agencies include:


  • Emergency Services: Meals, shelter, hygiene facilities and supplies, phone and mail service, free clothing, access to laundry facilities.
  • Health Care: Healthy baby care including immunization and general health screenings at on-site clinics located at both shelters through Kalihi Palama Health Care.
  • Support Services: Housing placement, mental health support, substance abuse outreach, budgeting and financial management.
  • Education & Employment: Adult education classes, job search skills, life-skills instruction.
  • Special Support: Legal consultation through Legal Aid, referrals to Alcoholics Anonymous & Narcotics Anonymous, domestic violence programs and parenting education, community re-integration for recently released offenders and cultural integration for COFA families.
